L’Office municipal d’habitation de Québec (OMHQ) agit à titre d’organisme paramunicipal désigné par la Société d’habitation du Québec (SHQ) pour assurer la gestion du parc de logements HLM et du programme de Supplément au loyer (PSL) sur le territoire de l’agglomération de Québec (ville de Québec, St-Augustin-de-Desmaures, Ancienne-Lorette).
L’OMHQ a également le mandat de :
- Gérer le parc d’habitations abordables de la Société municipal d’habitation Champlain (SOMHAC) ;
- Développer de nouvelles unités de logements ;
- Agir en tant que centre de services pour offrir un soutien technique à 4 offices d’habitation et organismes des environs.

The Quebec City Municipal Housing Office (OMHQ-SOMHAC) is a reference in social housing in the territory of Quebec City. We are looking for a dynamic person to join our team who will combine organizational performance with human aspects. DUTIES AND RESPONSIBILITIES: Under the authority of the Director of Building Management, the job holder: · Contributes to the planning, coordination and control of his/her sector in terms of building maintenance, delivery of vacant housing, repairs made in housing and buildings, handling, plumbing, electricity, preventive maintenance and improvement of the real estate portfolio; · Supervises, coordinates and evaluates the staff of his/her sector and ensures the application of service directives; · Participates in the definition of guidelines, policies and organizational priorities as well as the priorities of his/her sector; · Participates in the identification and orientation of major works to be carried out; · Ensures the execution of work according to their priority, collaborates, assists the building technician in his work and produces various technical documents; · Ensures that the interventions planned in the maintenance contracts of specialized equipment (generators, emergency lighting, alarm systems, snow removal, lawn mowing, etc.) are carried out in compliance with the contracts; · Acts as a first level respondent in relations with tenants regarding compliance with policies and regulations, advises and/or meets with tenants and suggests follow-up; · Manages post-disaster follow-up with tenants and insurers; · Checks and controls the execution of work, compliance with schedules and conformity; · Ensures compliance with health and safety standards at work and provides feedback to his/her superior; · Ensures the development of practices and skills of his/her staff; · Acts as a resource person, provides information on practices and execution techniques and advises team members in the execution of their work; · Represents the OMH to first level stakeholders of public and private bodies and in neighborhood relations. · Conducts active and strategic monitoring on the evolution of best practices in his/her sector, identifies trends, makes recommendations and makes necessary corrections and adjustments; · Identifies, recommends and coordinates continuous improvement projects in his/her sector aimed at improving service quality, revising processes and organizing work; · Develops management indicators for his/her sector and follows their evolution. These indicators refer to targets such as efficiency, quality, risk and complaint management, administrative management, etc. · Assists and collaborates in various internal and external working committees. DESIRED PROFILE · Mobilizing leadership; · Communication skills and ability to maintain effective relationships with partners; · Ability to work in a multitasking environment requiring proactivity in managing situations; · Relational skills especially in a context of vulnerable clientele; · Quick ability to analyze and make decisions sometimes in emergency contexts; · Ability to transfer his/her knowledge and expertise to the team; · Knowledge of laws, regulations and frameworks; · Innovative practices in continuous improvement; · Integrity, ethics. REQUIREMENTS · College diploma in building mechanics, architectural technology or a specialty related to construction; · Five years of experience in similar functions including team management, surveillance and management of repair and maintenance work in buildings in a multitasking context. · Possess a valid driver's license and use his/her vehicle to travel to work sites. WORKING CONDITIONS The working conditions and social benefits are those applicable to the OMQH management staff. The job requires field trips in a building management context. Travel expenses are advantageously reimbursed. The job requires availability according to an established sequence, outside regular working hours, which may require calls and outings in the evening, weekends and holidays. (Approximately 6 times annually)
